§ 26-23. Utility established.

(a)

There is hereby created and established a stormwater management utility) program, which shall provide the operational means of implementing and carrying out the functional requirements of the stormwater management system. The stormwater management utility program shall be part of the overall utility systems of the city.

(b)

The governing body of the stormwater utility program shall be the city council.
